JOB TITLE: Proposal Manager/Writer


LOCATION: Virtual with onsite support as required for in-person meetings, working sessions, etc.

POSITION TIMING: ASAP; hiring immediately

The Proposal Manager/ Writer will support the ADG TECH Proposal Center of Excellence and work directly with the Growth Officer and the Capture in the proposal development, management, and submission of bid opportunities. The successful Manager will be able to align ADG TECH’s experience and industry proposal management and best practices to support bid opportunities and increase the win rate.


  • Assist in providing day-to-day coordination of pipeline opportunity development using various sources to identify and review proposal opportunities in the form of Sources Sought, Market Research, RFIs, RFQs and RFPs.
  • Perform detailed analyses of solicitation documents (e.g., RFP, RFQ, SOW), and build an outline for the proposal response and communicate the results.
  • Ensure proposals are properly scoped, evaluate assumptions, identify risks, and ensure responses meet requirements.
  • Create compliant and compelling original proposal content for technical responses to highly complex, large, and/or high-profile solicitations
  • Ability to independently write sections of Technical and Management proposal response
  • Manage multiple revisions, edit and re-edit proposal sections as needed, and ensure that proposals maintain a consistent tone or voice.
  • Write clear, compliant, compelling, persuasive, and articulate proposal sections; translate complex ideas into easily understandable text.
  • Must be able to write non-technical volumes of proposals (Management, Past Performance, etc)
  • Ensures proposals are compliant and compelling and include ADG TECH’s successes, compel the government to buy the solution, complete the schedule, and have been edited accordingly for grammar, spelling, and typographical errors to support quality assurance.
  • Works closely with capture managers to incorporate strategies, solutions, themes, and discriminators based on the needs of the proposal.
  • Works closely with the proposal team, teaming partners, and SMEs to ensure the group meets the proposal requirements in a compliant and compelling way.
  • Facilitates or participates in solutions sessions with teaming partners, SMEs, and proposal teams, identifying strengths, discriminators, and strategies with a compliant and efficient structure
  • Supports maturation of processes within the environment, updates to templates and maintaining knowledge repositories.
  • Provides overall management of bids to include up to 2 to 3 at a time.


  • Bachelors or master’s degree in communication, Journalism, and Creative Writing
  • Bachelor’s Degree and 8-10 years or more of experience developing and writing responses to Federal Government Requests for Proposals.
  • Experience leading teams to include kickoff meetings, color review cycles, and presentations
  • Excellent communication skills leading and guiding teams during the proposal development process.
  • Strong management and organizational skills
  • 5 years of proposal writing experience with substantial contributions to large proposal responses to IDIQs, BPAs, RFQs, and large task orders
  • Capable of interviewing and working with SMEs to complete technical sections of a proposal response.
  • Must be able to write and take ownership of the sections to complete proposal responses.
  • Microsoft Office, SharePoint, and Adobe PDF advanced skills
  • Ability to work in a fast-paced environment and able to support multiple bids when required
  • Must have the capabilities to work with varying personalities and work styles across the team successfully.
  • Must have extensive experience with US Federal and State RFP process


  • APMP, PMP, or Shipley Certification
  • Has experience in Information Technology Bid
  • Working with Adobe Creative Suite
  • Ability to host solution sessions
  • Strong skills in interviewing technical SMEs to develop written material
  • Self-starter with little oversight, able to multi-task and be highly organized

Job Type: Full-time

Pay: From $110,000.00 per year
