Job Description

Reporting to the Service Offer Manager, the incumbent is responsible for developing proposals in response to the Infrastructure Group’s calls for tender. For the service offers under his/her responsibility, the writer is responsible for coordinating the activities, tasks and intervention of the various stakeholders (content experts, capture manager, engineers, etc.), writing the offers in close collaboration with the internal and multidisciplinary teams as well as with the partners (consortiums or subcontractors), ensuring that the deadlines are met, and ensuring the final submission of the proposals according to the necessary quality standards and rigor.

Primary Responsibilities

  • Analyze calls for tenders, identify key elements and participate in business strategies with a view to submitting competitive, high-quality proposals
  • Coordinate the preparation of proposals and offers of services under his/her responsibility: organize start-up and price closing meetings, develop templates and flowcharts, write methodological and resource enhancement texts, coordinate administrative and graphic aspects
  • Monitor deadlines and progress of technical and financial proposals
  • Draw on in-house expertise, skills and resources to build and formulate value-added proposals
  • Develop and use best practices to improve the efficiency of the bidding process and develop winning proposals
  • Prepare project managers for interviews required for major bids
  • Contribute to the improvement of processes and optimize existing tools in order to improve the quality of bids or the business development process

Qualifications

  • Training in communications, marketing, administration, translation, writing or related field (AEC, DEC, BAC) or any other combination of training and relevant experience
  • Minimum 5 years’ experience in technical writing or developing service offers
  • Excellent command of spoken and written French and English. Bilingualism is an essential requirement for this position, as it enables effective collaboration with our various stakeholders.
  • Experience in writing and editing texts
  • Good knowledge of Quebec and Canadian public organizations (municipalities, SQI, CDC, etc.) and Aboriginal communities
  • Good knowledge of the consulting engineering sector (an asset)
  • Experience in working with multiple stakeholders (internal and external teams, e.g. partners and subcontractors)
  • Strong organizational skills, time management in a context of often tight deadlines
  • Ability to manage multiple files simultaneously and define/reassess priorities
  • Ability to work both independently and as part of a team (good team/collaborative spirit, customer interpersonal skills)
  • Fluency with AI, office tools (Office Suite – Office 365) and IT (Assets: InDesign and SharePoint)
